New hotel and resorts planned in Levi, Lapland

Comments on the plan for a hotel by Lake Immeljärvi in Levi can be submitted until 29 October. Resorts are planned on Seidantie and in Raattama.

The hotel plan is the furthest along, and its proposal is open for comment until the end of October. Most of the other plans are at an early stage, and what will be built on the largest site has not yet been made public.

Several tourism-related zoning plans are under way in the municipality of Kittilä, and most of them concern the Levi resort and the area around it. The municipality’s planning documents include a hotel in central Levi, resorts near Levi and in Raattama, and holiday homes on the slopes of Levi and in Ylläsjärvi. The plans are at different stages, and some were only launched at the end of September.

Furthest along is the amendment to the zoning plan for blocks 207 and 208 on the northern shore of Lake Immeljärvi in central Levi. It allows hotel, retail, residential and accommodation buildings on an area of about 4.33 hectares, with a total floor area of 17,400 square metres. In the reference design, a hotel with room for a restaurant and a sauna area stands in the southern part of the site, and holiday apartments in the northern part. The amendment was applied for by the company Partnos Oy.

According to the plan description, the hotel was moved further from the shore, and the shoreline will remain open for public recreation. The number of hotel rooms and the completion date are not yet known.

The plan proposal is on public display from 30 September to 29 October 2026. Written comments can be sent to the technical committee of the municipality of Kittilä until 16:00 on 29 October.

Seidantie, Levi: Metsähallitus, which manages state-owned land, and the forest company Tornator have applied for a plan amendment that would allow a resort with accommodation at the end of Seidantie, on an area of about 3.5 hectares. The plan was launched on 30 September, and according to its timetable the municipal council would consider it in June 2027.

Harrisaajo, Raattama: a small resort with 30–60 small units for two to four people, plus nine holiday home plots, is planned on an area of about 25.9 hectares. The site is near the village of Raattama, about 80 km by road from the centre of Kittilä. The draft plan was on display in June 2026.

Riikonmuotka, Ounasjoki river: a resort planned about 5 km south-east of Levi fell has stalled. In May the technical committee left the plan unprocessed at the applicant’s request.

Holiday homes on Levi’s slopes and in Ylläsjärvi

Levi south-east slope and Taalo: the camping site on the south-east slope is being studied as an area for holiday homes, and in Taalovaara existing building rights would be divided between more plots. The plan covers about 11 hectares and was launched on 30 September. According to its timetable, the council would consider it in September 2027.

Rajalammentie, Ylläsjärvi: blocks of holiday homes, three plots for detached houses and a small block for, for example, a café, restaurant or accommodation, about 1.2 km from Ylläsjärvi village. The total floor area is 13,150 square metres. The draft plan was on display in summer 2025.

The largest of the Levi plans by area is the amendment and extension of the plan for the South Slope, about 38 hectares next to Levi’s South Slopes. The land is owned by the Finnish state and Levi Ski Resort, and the planning takes into account the results of an ideas competition held by Metsähallitus and the architecture unit of the University of Oulu. What will be built there has not yet been made public. According to the timetable, the council would consider the plan in February 2027.
